OK, so here's why people like me have a job. There's no such thing as NSW ADRs.
The ADRs are the ADRs.
Sidepipes are legal in NSW and have been since 2007. This is another story, and one that I have told
on this forum a number of times.
The 'minimum safety standards' which must be met are detailed in the following VSI:

So again, a personal import doesn't have to comply with all the ADRs, just the very basic requirements highlighted in the above link.
Note that obtaining import approval does not give you a right to registration.
Each state is responsible for the registration of vehicles within that state, and hence they have their own registration regulations which is why things re different between each state. There are no differences between the ADRs between states, rather there are differences in the registration regulations.
In my mind, this is a perfect reason for abolishing the states. This country is massively over-governed.
