He's had it for a while. Last night's Jay Leno's Garage clip was probably taped 2 or so months ago. He also has a longer video on his web site and it's been out for a month or so.
Also, Vin #12 doesn't mean the 12th off the line. Like the original GTs they are being built of of order.
