Sure looks like one to me.... The
oil galley bulge on the driver's side of the block is right where it's supposed to be, as is the small pipe-plug at the 5:00 position on the timing cover.
It's a service block (as the seller acknowledges) so it never went into a car off the assembly line, but it is still a side-oiler (paperweight, or otherwise).
But still- The heads sound like they are good, the lower rotating assembly sounds re-useable, and it comes with all the correct FE top-end goodies (including a brass overflow tank) that can be pretty tough to scrounge up piece by piece.
I think it's worth a fair bit more than a grand, but that's just my opinion
