It is a vacuum gauge, but it's for showing how much vacuum the dry sump pump is pulling on the crankcase.

That is a 556 cubic inch BBF pulling truck engine. 15:1 compression, 8000-8500 rpm, sheet metal intake, almost an inch lift on the camshaft, full dry sump oiling, with (2) 1450cfm Dominator carburetors.
