Ok, I figured out the answers to this question. The rod was added to keep the top and bottom of windshield frames from separating and was never on original cars. Therefor the mirror was located on the cowl above the dash. As the body was aluminum, the mirror was located where the cowl was rounded down towards the dash as that's were the frame tube was. The only downside to that location is it is a bit in the way of the cockpit cover but not too bad.
