I have found many on road cars.
Whilst this may be the case, this was not the reason they were regulated for. Once the regulation was changed and allowance made to not have dust boots, on the proviso of suitable corrosion resistance, there was no longer a mandated reason to have to have them - provided the corrosion protection requirements are met.
