True for new builds, John. And for an out-of-state title coming in you do this if you intend to title as an "Assembled Vehicle - ASVE". Like if his out-of-state title is an ASVE type (component build), year built replica title. You end up with a "Custom Vehicle" plate. Complex process, must read the Assembled Vehicle Manual first.
If he's coming in with a vintage year title, then he can go the vintage route
or the ASVE route as he chooses. For instance, a 1965 title year will get you a regular plate, and annual safety-only inspections will be required. Get a regular state inspection first, then do a simple title application. No limitations on operating the car. Or you can choose to get an "Antique Vehicle" plate and 5 yr inspections, accepting the "limitations" that go with an antique registration.
The reason why someone might want to go ASVE has to do with the fact that you only ever need the one ASE inspection for as long as you own the car in TX. Downside is the title will show year built, make: ASVE, and "Replica 1965 Ford" which is not always what future buyers prefer.
Of course ymmv, this always is subject to variations in job knowledge at the title desk, and whether the applicant has done their homework ...
