Some states consider the category "special construction" or "constructed" as used for many kits, to be "re-constructed" and therefor a branded/salvage title. As Maine is a state that assigns a VIN (MEXXXX) to kits you may need to get a copy of the Maine regulations and then ask for a supervisor at the MN DMV. Explain the assigned VIN from Maine and ask for MN to transfer the title as VIN'ed.
