Hence my question about "who" told the OP this information. If it already got to someone in the main office after filling paperwork at the local place he may have more of a battle on his hands. Still, it would be worth fighting.
The local clerks usually aren't able to make any real decisions - they are like cashiers. All the paperwork eventually get's pushed up the ladder to a government official's office. Like Chuck said, if you get stuck with a local clerk, try a different location! Better yet, find a location that can process an expedited title (only a small number of them can now). You can often get your new title in a week!! It only costs a few dollars more, and it may go through less red tape??? In my area, the Robbinsdale office can do this, but the Golden Valley location cannot.
