I guess you could make prototype carbs without idle circuits, but you'd have to consciously decide to omit that. It's like saying "the prototype cars only had three wheels!" Uh, yeah, it's "possible" they'd do that, but that'd be downright unusual. ALSO if they made some that were really just testing prototypes that they'd throw on a flow bench and play with, then sure, they could omit all kinds of things. They could omit bolt holes if they wanted and hold things down with clamps.

But to put a carb on an engine that's connected to a transmission and driveshaft and axle and tires that were sitting on asphalt? If you're going to not have an idle circuit, that's going to be a real pain to drive.
