Its a rubber seal, the front yoke if correct should have a machined area for it to seal against inside before the internal splines start and there should be one spline missing in the yoke so that the movement of yoke back & forth will not blow the core plug out of the yoke under induced hydraulic pressure. Sorry, cannot help with speedo gear ratios.
