I've priced it out to the nuts and bolts, using used drivetrain components, and it is "just" doable. The Hurricane is a VERY complete kit, and as long as you stay away from options, it can be done.

For FFR, you'd have to do a donor car build to come it $30k, and donor cars are becoming much, much harder to find.
The Hurricane is a more complete kit, and you could just get it in at right around $30k if you were frugal, and used a 5.8L junkyard motor, used transmission, etc....
As far as $7-12k in paint, that is completely up to the individual owner. I guarantee you that Lynn Park's "Son of Dirt Bag" doesn't have $7-12k in paint on it, for instance.
As far as "any mods all builders do" that is your opinion and somewhat hyperbolic.
