This is not an option. It is 40 miles of bad road.
If your buyer is smart he will follow the DMV registration rules for replica's that his state has provided for registering these vehicles. He can also choose to do something his state does now want him to do to register these types of vehicles. Generally speaking it is to his advantage to use the tools his state has provided for him to use. While he can choose to do otherwise he will be happier if he does not.
