Default Water pump pulley not coming off

Replaced the stock Edelbrock pump with a PRW pump last month. Pulley came off the Edlebrock and went onto the PRW with ease. Now I need to remove the w/p again but now the pulley won't come off the w/p. It spins freely on the hub and rocks back and forth slightly but it just won't slide off. Do I need to use a bearing puller? What's going on that this is now a problem where it wasn't the last time around?
This is on a stroked 351W (392 CID) Ford Racing Motor.
