It could be wear on those teeth or the slots they engage with, but I'd look at the spring.

This photo shows the spring, attached at one end to the track and to the engagement pawl lever at the other. If that spring is broken or dislodged, or if there is something else interfering, the pawls won't engage properly and would disengage when force is applied to the seat.
