Default 'Tab' on clutch pedal

There is a tab with a hole on the upper portion of the clutch pedal. I've been told that this is to accommodate some sort of bolt that acts as a 'stop' so as to limit the travel of the clutch pedal (i.e. a threaded bolt with nuts securing it to the tab and adjusted such that the bolt head hits the firewall and stops the pedal from traveling too far). Is this the case and secondly, do I need to add a bolt to serve this purpose?
