As a professional photographer who shoots raw images with a DSLR camera, I've found that often the best way to produce downsized images that don't need high quality is just to use a screen grab or screen shot program (I'm using Greenshot on Windows and Flameshot on Linux). If they need higher quality I'll export at different settings from my raw photo editor.

p.s. I just discovered Flameshot now has a beta version for Windows, although signed binaries don't yet appear to be available. Once they are I'm probably going to try that out, if for no other reason than to have the same program on both platforms and all computers.
