Brakes that aren't properly broken-in and/or lightly used over a period of time tend to develop a glaze that significantly diminishes braking performance.
The first thing I do with marginal brakes is deglaze the rotors and pads and go through a rotor / pad break-in (burnish) procedure. That has solved the problem for me and those I've advised far more often than it hasn't.
If that doesn't do it, my next step would be a new set of pads with a compound matched to the type of driving I'll be doing.
I'd do all of the above before looking for different brakes.
