Air flow in the footbox ducts is generated by the car movement. The heater fan is not linked to the ducts, air for the heater is sourced from the cockpit. you can however move a good volume of air with the heater fan. In my 289 we adjust the airflow to "floor" and run the heater fan on low of medium to circulate air. On a really hot day it helps. On cars we deliver we also insulate the tunnel with "LizardSkin" thermal insulation spray to reduce heat transfer from the tunnel.
