I would bet the tubes are either not hooked up properly or they're clogged. Now, I will tell you an unusual story about those tubes. A few years ago I was jacking my car up in the middle of January or so. The car had not run since the cold weather started in November. As I got one side of the car nicely jacked, so the car was at a good angle, I heard the distinct sound of what seemed like a cup full of fluid splatter on the ground -- just like as if you poured a cup of coffee on the floor. I went over to investigate and there was a nice puddle of gasoline under the vent tubes, maybe a quarter cup. The tank was maybe half full. I cleaned up the gas, blew out all the lines, couldn't figure out how it happened, and it's never happened again.
