Just so that I'm clear, and forgetting about your secondaries for the moment, you're positive that your primary butterfly valve is opening 100% when the pedal is pushed all the way to the floor. That's 1/2 of our primary goal, which is to ensure that both the primaries and the secondaries are opening 100% under peak load. With a vacuum secondary carb, the secondaries can not function at their best unless the primaries are opening properly. If you are absolutely sure that the primary side is opening 100% (and the only way you can tell is to remove the air cleaner and look down the top of the primary side of the carb while somebody steps on the gas pedal) then we'll move on to the secondaries. If you can't get the primaries and secondaries to open 100% fully when you're flooring it while going up a hill then there is no point looking elsewhere for the problem until you remedy that one.
