Not 100% on the requirements but believe in Vic the ICV's need to pass an emissions test, not sure of the specifications but suspect that you might struggle to pass the emission levels using a non-injected engine style.
Again could be wrong here if a carby can be tuned sufficiently, but thought that wasn't generally achievable.
Finding a VASS engineer will get you the best advice as they are the parties signing off to the ICV build to ADR's in the first place.
