This is an indication that you have an electrical issue. The button on the indicator stalk should toggle the high beam on and off, not just flash them.

The indicator unit I have restored is from a 68-70 VW beetle and only has a spring loaded earth contact switch in the stalk so can only be used for horn or HB flash.
What year VW indicator switch was used in the Cobras then if it has a toggle switch in the stalk for the high beam and how would you then flash the HB?
Would you have a picture of one?
