My expertise is in California, I have been doing registration here for 16 years. You can get a "title only" from California in your name and take that title to the state you live in and do your registration. The process is not a problem for me to process in California, very easy actually. Then once I have your California title in hand then you will not have a problem registering it as a Cobra in another state.
