Bob, I followed your procedure to adjust the linkage and everything works as designed. The builder / PO went out of their way to install "step-down washers" in the larger hole on the carb throttle lever and attached the linkage at this point. This did not allow the travel needed. I relocated the linkage end to 1/4 hole closer to the throttle shaft to gain the necesssary travel.
