I don't think any Rangers wash out to become SEALs. Ones Army the other Navy.

SEALs and DELTA are similar in their use and applications. Covert ops and black ops. This is my understanding. Not that I am an expert in this area though.
Rangers serve a different purpose. The Ranger moto "Rangers lead the way" was as I remember coined in WWII in light of the Rangers expertise in beach assaults and special assault missions. SEALs and DELTA don't see much action in major battles and assaults. Again my understanding. Rangers in training and capabilities are supposed to be the elite of the major infantry forces.
