I think, that your proposed plan is exactly, what we need in order to bring this project to a successful end.
Too many people that are trying to help at the same time will only create a chaos.
A lot of us have the mechanical/electrical knowhow to actually help finalizing the car, while others have the connections to shops, parts,...and a third group is willing to sponsor the project with cash.
I like the idea of a project plan, because then we will be able to determine exactly, when and where we need which type of support. Thank you very much for your efforts to coordinate this.
I am looking forward to contribute to the success of this special project in whatever way.
