So long as it doesn't conflict with DVSFIII, almost any weekend will work. Early Summer (May-June) or early Fall (Sept) may offer cooler weather.

Please post this on CACC site (capitalareacobraclub.com) and others within an 8 - 12 hour drive of Philly.

I like Philly, and we (spouse & I) like Amish Country - Lancaster County PA. And all Cobras love PA twisty, windey roads.
