(Others here probably know more about this than I ... but I'm going to post it anyway...)
Didn't the kit plane industry go through a similar, um, re-alignment a dozen years back? Something about some kit manufacturers selling turnkey planes and the buyers registering the planes as Experimental (thus avoiding all sorts of rules).
After the re-alignment the kit planes have to be 50% assembled by the purchaser / pilot to be classified as Experimental.
If Turnkey replicas are going to become a thing of the past, 50% builds might become things of the future.
