Question stock 428 with a $ steel crank?

Has any one ever heard of a $ sign steel crank in a 428?? An old freind of mine bought a "67" 428 for a hot rod truck he is building, and he told me the crank has a dollar sign on it.

1. I have never heard of a stock steel 428 crank(means very little)

2.If he had a 427 crank in a 428 wouldnt that be about a 400?

3.does the $ sign always mean steel?

4. He IS a Chevy guy
