For many years, NY did not issue titles, but merely used the registration as the title. As I understand it, since the registration is proof of ownership and the equivalent of a title, if you take the NY registration papers to the local DMV in your state, your state should issue you a new title for the car with the information set forth on the registration. I don't think the process is any different than transferring the title on a new car that has a title.
