427 FE engines left the factory neutral balanced, meaning the flywheel has no external couterweight. All factory 428s have counterweight in the flywheel. 428 CJ/SCJ have weight in the flywheel and the harmonic balancer. You will need to use a neutral balanced flywheel. All the rest of your engine swap components are the same.
