IF (big IF there) it is as he says, the current price (about $4950 as of this reply) is probably not out of line with present market conditions. However, one note of caution. I talked with the folks at Southern when I got my engine about NOS blocks. At that time Bill had a group of NOS blocks which he was selling at a premium over the "seasoned" blocks. He told me that for every three NOS blocks he pulled out of the crates, one was cracked. Also (and not to beat a dead horse here) while Le Mans rods were the be-all and end-all in 1966, and would be OK for street use, I personally would think twice about using them in a racing motor nowadays, as there is much better equipment on the market. My $0.02 anyway.
