Correct in theory. The DMV set my expectation that the certificate should take 7 to 10 biz days to arrive. So, I will schedule an appointment with the BAR for about 2-3 weeks out. This gets me on the schedule, and I can plan the rest of my life around it.
Are you saying that the BAR wants some kinda info off of the certificate before they will make an appointment?

The DMV screwed up on my first visit and didn't get me a sequence number. However they did send me to get a VIN verification. So, yesterday, the DMV got me a sequence number (#390), accepted my VIN verification, and told me to schedule an appointment the BAR for after my certificate arrives in the mail.
