I mounted mine through both the frame and the plate. The inside bolts are through the frame and the outside bolts are through the plate -- it's a heavy plate.
I have the adjustable seat rails only on the driver's side and they only raise the seat about a half inch which isn't too high for my six foot frame. They are not needed on the passenger side since there is no back seat or peddles to reach. Putting a 3/4 inch spacer in front of the seats makes the seats much more comfortable because the seats will be supporting the back of your legs -- the spacer helps both seats.
