One technique that I used to mount a number of things, relays included, was to use an extra nut and lock washer on a bolt (or screw) to make the bolt (or screw) captive.

For example:

bolt -> washer -> firewall -> washer -> lock washer -> nut -> relay -> nut


(Art, I wish I had thought to drill out a hole for removing the bake/clutch rod ... I've got to remove the whole pedal assembly to work on anything!)
