It may have been plugged internally. That is not uncommon. You need to know whether it was or wasn't. If so fine. You may elect to leave it that way.

The oil pump has a similar system to regulate pressure. If it hasn't been plugged it was accidently left out and it was a good save. You would have had very low oil pressure in the system if it was run without the valve.
