Jon,
The position Ed gave you looks about right. Mine came from the factory pre-drilled. It was/is set up for a Mustang 2 PS rack. The upper lefthand corner would be as you FACE the foot box from the engin compartment. The dia. also sounds about right as they have you put a bushing in the hole.
