Default Building smog legal Small Block

I need advice on building a strocker 351 motor which would pass California Smog test. (1982) My current motor is a stock 351 with solid cam. Current smog sticker refers to a 2BBl carb, air pump and cat. I am thinking on using a Dart block bored to 4.125 and stroking the motor to 3.75. Using street legal AFR 185 heads, an air pump and using the 2bbl carb for smog purpose. I am looking for around 400hp with a holley carb. Am I reasonable?

Any advice welcomed.
