As a follow-up to my message to luke-44, after transferring the title to ERA #2017 from CT to NJ (I did this in Trenton) on 7/3/03, I then had the pleasure of visiting the Special Vehicle Inspection Unit in Morristown, NJ.
This was done for the following reason.
First since my car is titled as a 1998 but has a 1967 289 Engine, I needed to get a certification from DMV as to the age of the engine block. This would certify that should the car need an emision test, it would be tested under 1967 guidelines.
Since my car was previously titled, I didn't need to go thru the complete SVI inspection. But before they would issue this emission test letter, I needed to supply VERY DETAILED verification of the engine which included a bill of sale with a VIN number. This was critical!!!!
Furthermore, they also asked that since the car was originally built 5 years ago, I had to also provide them with a re-certification letter from an authorized Ford mechanic that the engine in the car now was the same one as in 1998. All of which was provided.
While the guys at the SVI at DMV in Morristown were very detailed oriented, they were a pleasure to deal with and issued me the required engine certification emission letter on the spot.
I then went to Morristown DMV and submitted the necessary forms to get collector car status. While CC status will not get you QQ plates, it will get you a CC inspection sticker. You will still have to go to inspection, but not as a standard car. Most important, they will monitor the milage to the car which is limited to 3000 miles per year.
Should anyone need direct phone numbers to the DMV SVI unit, DMV kit car division in Trenton, let me know. I have all the numbers. and have spent many hours speaking with DMV on the issue.
