I have picked up "bits & Pieces" but can't seem to get the whole story here. I am in the market and deciding on a new SPF or used. But, in either case, what's the real story about titling here in California?

If you buy new, will I have to wait until January to get a title under SB 100 (smog excempt)?

If I buy used, in state or out of state and the car has a title for a model year (i.e. '65 cobra), can't I just transfer the title to my name as I am buying a "'65 Cobra"? Or is there a "catch"?

If you have info or can point me to where the "rules" are I would appreciate. I have checked out the DMV site with little luck.
