Isn't the flag lowered to half staff upon the death of a former President,, or other national figure or hero, or as deemed by the President. Usually between the hours of sunrise and noon, unless a longer period is set forth? In honor of the fallen is it not raised, then lowered to half staff , briefly, then raised to full heigth on Memorial Day-- ?
