First, as indicated, check the floats, blow out all the parts and re-adjust.

I was having a similar problem recently after installing a new billet fuel pressure regulator (Aeromotive?) Seems that the hole that was made for the pressure gauge had a burr that was never cleaned off. The burr came loose and jammed the ball in the regulator and I was pumping 15lbs of gas into the carb.
