Default Need your opinions/advice

I currently have two options:

1. 428CJ that is currently in a car and running. It was rebuilt approx. 10k miles ago. It is 30 over with KB pistons, very mild cam, PI intake, stock pan, crank was turned, port and polished heads, and flywheel. No carb. Price $3k

2. An industrial 427 top oiler, machined .030 over w/ KB pistons, very mild cam, stock oil pan, heads port and polished, crank turned, all new bolts, new stock water pump, stock intake, hp oil pump. This block was machined and built 9 yrs ago, but never fired and hand turned once a month. Receipts verify all machine work, labor and parts. No carb Price $6k.

This will be going in a Unique 427 with a toploader. No racing is planned in its future.

What would you choose and why? Or why wouldn't you choose either?
