My opinion, for what it's worth, Kelly....
A 16' will work....needs to be at least 102" wide, though. An 18' is better, and a 20' is even better still.
A 16' is pretty tight up front to reach tie downs, etc....but it'll 'work'....just not enough room to carry anything else. An 18' is better, because there's more room up front to reach ties downs, ratchet straps, etc...plus there's room for all the 'extras' you never even thought about taking with you. A 20' is even better, because not only do you have room to reach the tie downs, etc, there's also extra room for a tire rack for track wheels/tires, room for a small tool box, some spare parts, and even room in back for a pit bike...scooter, whatever. I happen to own a 20' Pace American Shadow....pictures in my album online...and I think it's the perfect size. Big enough to take the extras, yet small enough to be easily towed on the highway.
Now.....having said all that....a 24' is the absolute Taj Mahal of Cobra Trailers... room to even put a sitting area up front!
But...this time of year, there's a lot of used trailers on the market. I gave $4K for my 20' Pace, but I got an exceptional deal. A new 20' should be available for around $4.5-4.8K, but that's pretty basic. Finishing the interior is easy enough to do yourself and will save you some serious coinage, too.
