After your first visit to the DMV, they will send you to the CHP, and they will assign and attach a VIN to the car. That will become your ID#. As far as the engine year goes, if you don't know, a safe guess would be, say, 1967 (they don't check). Only a PCV would be required for this. After CHP, you will have to go to a smog referee to fail a smog test. Then it's back to the DMV to pay some fees......plenty of running around, but worth it in the long run.
