What you read was the language from a bill, in this case SB 1578, not SB 100.

Actually codified in Vehicle Code 4750.1.

You're right...they slammed the door on the emissions being based on the engine year.

Turk...you're still screwed. Ron, hold off shooting the DMV employee...naw, go ahead.

SB 100 for first time registrations didn't do it, Johansson did it with the follow-up SB 1578 for previously registered special construction vehicles.
