Let's not overlook the big thing in this case; it's not the cops who set the fines, it's the legislature. The legislature is the real problem, the cops are merely there to enforce the law as written. Hopefully, if one got pulled over without their wallet (which happened to me once- and that was not my only "infraction"
), the local cop that pulled you over would exercise some discretion and cut you some slack. The amount of the new fine$ are ridiculous.
