As WDZ says, you need to look at the block casting number above the starter.
All 2 bolt main 351C's are D0AE-D. 4 bolt main blocks will be either D0AE-C or D3ZE-A.

400 production started in '72. 351M started in '75, so if it really came out of a '73 Cougar it probably is a 351C, but check the casting numbers.
