It is for the PCV hose to attach to. If you run a PCV some states require it to be vented back into the air filter, if required you'd to drill a hole in the plate and I guess epoxy it into place if needed . Mine had a bolt on type, I just made a coverplate for itsince I have no PCV valve hose from my valve covers and no need.
